Which Change Application Do You Actually Need?

HAZECO runs three separate change-application tracks, and each carries its own documents, fee structure, and timeline. Applying under the wrong one wastes weeks rather than saving them — work out which one matches your situation before you touch the form.

Change of Name — Ownership Transfer

15–30 working days

This moves the meter's registered name from a previous owner to you. It's needed after a property purchase, an inheritance, a gift transfer, or any other legal change of ownership. HAZECO's billing records have to match the current ownership paperwork before a change goes through, and any dues still outstanding under the old owner's name must be cleared first — that part isn't negotiable.

You need this when:

  • You bought a property and the meter still carries the seller's name
  • The registered owner has passed away and the property was inherited
  • Ownership changed through a gift deed or a court order

Change of Tariff — Category Switch

10–20 working days

A tariff change updates the billing category — most often domestic to commercial when a business starts operating out of the premises, or the reverse when it closes. The category sets your per-unit rate directly, so billing under the wrong one is treated by HAZECO as an irregularity that can trigger retrospective adjustments, fines, or disconnection. If how you're using the connection has genuinely changed, get the paperwork in early rather than after an inspection flags it.

You need this when:

  • A shop, clinic, or salon is now operating from what was a residential meter
  • Your property switched from commercial to purely residential use
  • A registered business at the address has shut down

Change of Load — Enhancement or Reduction

30–60 working days

Every HAZECO meter carries an approved kW ceiling — 5 kW, 10 kW, 25 kW, whatever was sanctioned at connection. Adding equipment that pushes past it — industrial air conditioning, machinery, heavy refrigeration, welding gear — means applying for enhancement before you switch it on. Running over the sanctioned limit causes repeated tripping, damages equipment over time, and if an inspection catches it, brings a fine and a forced reduction. Load reduction runs the same process in reverse and lowers your security deposit.

You need this when:

  • You're bringing in industrial or heavy commercial equipment
  • The connection trips repeatedly even without an obvious overload
  • You want the sanctioned load reduced to cut the security deposit

How to Submit Your HAZECO Change Application — Step by Step

All three change types run through the same process, though the documents and fees at each step differ. Work through these in order — skipping a step, especially the document upload or the payment, is what stalls an application.

Step 1 — Confirm Which Application You Need

Step 2 — Clear Whatever Is Outstanding

HAZECO checks for unpaid bills on the meter before it reviews anything else. Unpaid dues are the single biggest reason change applications — name changes especially — stall or get rejected outright. Check the current balance on the latest bill or by calling the helpline, and settle it before or alongside submitting.

Step 3 — Assemble the Documents

Pull together whatever your application type requires (see the table further down). CNIC attestation trips people up most — self-attested or unstamped copies get bounced. Name changes need ownership transfer papers that clearly establish legal title; load changes need a report from a WAPDA-licensed wiring contractor.

Step 4 — File the Application Online

Log in to the HAZECO portal (link above), enter your existing meter or account reference number, and select the application type. Fill in every required field, attach the documents, and submit. Your Tracking ID arrives by SMS on your registered mobile — save it somewhere you won't lose it.

Step 5 — Verification, and a Survey if Needed

Name and tariff changes go through document verification, usually 5–15 working days. Load enhancement adds a field survey — an engineer checks whether the existing cabling, service line, and area transformer can take the higher load. The visit isn't always announced in advance, so keep someone at the property and the relevant area clear.

Note: Check the application status every few days through this stage.

Step 6 — Pay the Demand Notice

Once verification is done, HAZECO issues a Demand Notice covering whatever's chargeable — the processing fee, infrastructure upgrades for load work, or a security deposit adjustment. Print it, pay at a listed bank, and upload the receipt the same day. Name and load changes usually carry a fee; a straightforward tariff switch sometimes doesn't.

Note: Demand Notices expire — don't let one sit unpaid past its date.

Step 7 — The Change Takes Effect

Once payment clears, HAZECO updates the billing system. Load enhancement may involve a crew visit to upgrade cabling, the CT meter, or fuse capacity. Your next bill should reflect the new name, tariff, or load — if it doesn't, call the helpline the same day that bill arrives. Corrections get harder to push through the longer they sit.

Note: Check your first post-change bill and keep the Tracking ID handy in case you need it.

Outstanding Dues — The Change Application Blocker

HAZECO won't touch a name-change application while the meter carries any unpaid balance — that includes the current month's bill, reconnection charges, and penalty amounts. Check the balance on the latest bill, pay off whatever's outstanding, and keep the receipts. Even after paying online, allow 2–3 banking days for it to register in the HAZECO system before you submit the change application.

HAZECO sends someone to check whether the local transformer and cabling can carry the extra load, then issues a Demand Notice for whatever upgrades are needed before the higher limit takes effect.

How long does a HAZECO change application take?+

It depends on the type. Name changes run 15–30 working days — document checks, a possible site visit, the Demand Notice, payment, then the system update. Yes — an administrative and processing fee applies, and the amount depends on the transfer type.
