How Water Bills Are Calculated in Pakistan
WASA and KWSB use a metered consumption model with progressive slabs — the more you use, the higher the per-unit rate. Here is what each line item on your bill means.
Water Supply Charge
Cubic metres consumed times the slab rate for that band. It's the biggest line on a domestic bill by far, and the rate itself is set by the provincial government, not the WASA office.
Sewerage & Sanitation
Charged as a percentage of the water supply charge — usually 25 to 40% — to fund wastewater collection and treatment. It rides on the same statement, not a separate bill.
Meter Rent
A flat monthly fee for the meter itself, unrelated to how much water you used. Some WASAs fold it into the connection fee; others print it as its own line.
Arrears & Taxes
Unpaid balances from earlier months roll forward as arrears. Commercial connections pay 17% GST on top; domestic consumers are exempt or partially exempt depending on the authority.

WASA Water Tariff Slabs — Domestic Consumers
WASA Lahore 2025–26 domestic slab rates (other WASAs have similar structures — check your specific city page for accurate rates).
| Consumption (m³/month) | Rate per m³ (approx.) | Consumer Category |
|---|---|---|
| 0 – 5 m³ | Rs 12 – 18 | Lifeline / Low Income |
| 6 – 10 m³ | Rs 22 – 28 | Normal Domestic |
| 11 – 20 m³ | Rs 35 – 48 | Standard |
| 21 – 30 m³ | Rs 55 – 70 | Moderate High |
| Above 30 m³ | Rs 80 – 120 | High Usage / Commercial |
Tariff rates are indicative and subject to revision by provincial governments. Visit your city's WASA portal for the latest official rates.

4 Ways to Lower Your Water Bill in Pakistan
Fix Leaks Immediately
One dripping tap can waste 70+ litres a day. Taps, flush valves, and underground pipe leaks all inflate the meter reading until they're fixed.
Water at Off-Peak Hours
Run washing machines and dishwashers at night or early morning. Pressure drops during peak hours on some networks, so off-peak use tends to read lower on the meter.
Monitor Your Meter
Photograph your meter before and after the WASA reader's visit each month. A dispute backed by your own photo evidence moves faster than one without.
Harvest Rainwater
A rooftop rainwater tank covers gardening and car-washing without touching drinking-water supply — and without adding to your metered consumption.
FAQ
Water Bills Pakistan — Common Questions
How do I check my WASA water bill online in Pakistan?
Pick your city from the list above — Lahore, Faisalabad, Rawalpindi, Multan, and Gujranwala each run their own WASA, and Karachi runs KWSB instead. Every authority operates a separate portal, so the account number you enter has to match that specific city's billing system.
What is a WASA consumer account number?
It's the 8 to 10 digit identifier printed on the top section of your water bill — sometimes labelled connection number or meter number instead. That's the number the online lookup needs. If your copy is missing, your local WASA customer service centre can look it up from your address.
How is the water bill calculated in Pakistan?
Five things typically make up the total: a water supply charge (cubic metres consumed times the slab rate), a sewerage/sanitation charge (a fixed percentage of the supply charge), meter rent (a small flat maintenance fee), any arrears carried from unpaid months, and GST on commercial connections. Consumption slabs are progressive, so heavier use pushes the per-unit rate up, not just the total.
Can I pay my WASA water bill online?
In most cities, yes — JazzCash, Easypaisa, 1Link ATMs, internet banking, and mobile banking apps are all accepted by the major WASA authorities and KWSB. Lahore, Faisalabad, and Rawalpindi additionally take payments at designated bank branches. The exact channel list is on each city's own portal.
What if my water bill shows charges I did not use?
Start by checking whether this month's meter reading actually matches what's on the bill, then walk the property for a leaking tap, pipe, or toilet — a hidden leak is the most common cause of an unexplained jump. If neither explains it, call your WASA helpline with the account number and the disputed bill; Lahore, for instance, runs a dedicated Complaints Section you can visit in person.
Which cities in Pakistan have online water bill checking?
As of 2026: Lahore, Faisalabad, Rawalpindi, Multan, Gujranwala, Hyderabad, and Peshawar all run WASA portals, and Karachi runs KWSB. Smaller municipalities outside this list are still moving their billing online at their own pace.
Is there a late payment surcharge on WASA water bills?
Yes — miss the due date printed on the bill and a surcharge applies, typically 5 to 10% of the current charges depending on the authority. The unpaid amount then rolls into arrears on the next bill, and repeated non-payment can lead to disconnection.
Does KWSB Karachi have online bill checking?
Yes, at kwsb.com.pk, where consumers can check outstanding balances and due amounts. One caveat specific to Karachi: a large share of KWSB connections are still unmetered, billed on a fixed schedule rather than actual consumption.
