Fuel Price Adjustment (FPA) Explained
Definition. Fuel Price Adjustment (FPA) is a per-unit surcharge or refund NEPRA approves monthly to reconcile the fuel cost that was actually incurred to generate electricity two months earlier with the reference cost already built into tariffs.

Where the number comes from
The Central Power Purchasing Agency (CPPA-G) files the actual generation cost for a given month with NEPRA. NEPRA then holds a public hearing, works through the fuel mix — RLNG, coal, hydel, wind, nuclear — along with the exchange rate, and settles on a per-unit adjustment. That figure lands on bills two months later.
A positive number means fuel actually cost more than the reference tariff assumed; a negative one means it cost less, and you get money back.
Spotting it on the bill
Look for a line reading FPA, F.P.A., or Fuel Price Adjustment roughly halfway down the bill. Because it's a per-unit rate multiplied by that month's consumption, the same rate produces a small FPA charge on a 150-unit winter bill and a large one on a 700-unit summer bill.
Why it swings so much
FPA moves with the rupee, imported fuel prices, plant availability, and how much hydel power was flowing. A dry spring with weak hydel output combined with an LNG price spike pushes it up; a strong monsoon that lets cheaper sources cover more of the load can send it negative.
It isn't something your local DISCO office decides or can waive — it's a national, regulator-approved adjustment, so there's no point disputing it there.

Is FPA the same on every bill in Pakistan?
Yes, the per-unit FPA is identical for all DISCO consumers in the same tariff category for the same month; only the total amount differs because each household uses different units.
Are lifeline and protected users exempt from FPA?
Lifeline consumers (≤50 units for 6 months) are exempt. Protected consumers typically remain exempt below certain unit thresholds per current NEPRA notifications.
